The Market Discovery Plan Voucher is designed to help innovators strategically position their technology for investment and market entry. It supports FUSION beneficiaries who have reached Technology Readiness Level 5 or higher and already have a well-developed business plan.
Through this programme, beneficiaries receive expert guidance on:
- Identifying the most effective opportunities to present their innovation.
- Targeting the right investor profiles and funding sources.
- Selecting high-impact platforms and events for exposure.
- Crafting a strong, investor-ready communication strategy.
Working closely with a pre-approved Xjenza Malta service provider, participants will develop an action plan to secure investment via investor events, direct outreach to angel investors or venture capitalists, and consultation with experienced fundraising advisors. Support also covers the creation of tailored investor presentations that highlight competitive advantage, financial potential, and exit strategies.
At this stage, any unprotected intellectual property must be safeguarded to prevent premature disclosure. By enhancing both visibility and investor readiness, the Market Discovery Plan Voucher helps beneficiaries maximise their chances of securing investment and successfully entering the market.

Eligibility Requirement
To apply for the Market Discovery Plan Voucher, you must already hold an approved Xjenza Malta applied research grant.
This programme is designed specifically for researchers and innovators who have successfully reached the prototype stage (TRL 5+) with Xjenza Malta’s support and have a well-developed business plan.

Submission Process
Completed application forms should be submitted electronically to voucher.xjenzamalta@gov.mt, keeping Kyle Bonnici (kyle.bonnici.4@gov.mt) and Rachel De Bono (rachel.de-bono@gov.mt) in copy. Please use the subject line: “Market Discovery Plan – Voucher Submission.”
Important: It is the applicant’s responsibility to ensure that a confirmation of receipt is obtained.
Programme Closure Periods
The Voucher Programme will close once all funds have been allocated. Additionally, the programme will temporarily close during the following periods:
- 30 June to 31 August
- 1 December to 9 January
Applications submitted during these times will not be processed. If you submit an application during these periods, you may be required to resubmit after the programme reopens, incorporating any updates to the call documentation.
