Xjenza Malta and Malta Enterprise sign MoU to boost Research and Innovation in Malta
Xjenza Malta (XM) and Malta Enterprise (ME) have signed a Memorandum of Understanding (MoU) to strengthen collaboration and support economic development through enhanced research, development, and innovation initiatives.
The MoU sets up a framework for cooperation between the two government agencies to align funding schemes, ensuring seamless support for research projects from initial development through to commercialisation. The MoU aims to ease the commercialisation of locally developed research by providing business planning, intellectual property support, and access to market opportunities. The agreement also promotes the sharing of technical resources between the two organisations to improve the evaluation of research proposals, supports the development and commercialisation of intellectual property.
Additionally, the partnership will focus on analysing the local research ecosystem to better align efforts with national strategies and to attract investment in research and innovation. Outreach and marketing efforts will be jointly coordinated to raise awareness of funding opportunities and strengthen Malta’s position as a hub for innovation. The MoU also includes provisions to check and evaluate the progress and impact of the collaboration, as well as to streamline data sharing and administrative processes to improve efficiency.
Silvio Schembri, Minister for the Economy, Enterprise and Strategic Projects added, “Through this agreement, we are simplifying processes and fostering greater synergy between our national entities. This is a clear example of government acting as an enabler, removing unnecessary hurdles and ensuring that our institutions work together in the national interest, so that innovative ideas can be transformed into opportunities for our economy and society.”
Keith Azzopardi Tanti, Parliamentary Secretary for Youth, Research and Innovation, said that “Collaboration between industry, government, and education institutions is key to nurturing talent and innovation, and this MoU paves the way for impactful research initiatives that benefit the wider community.”

Both parties have agreed to collaborate openly and keep regular communication, including monthly updates and annual meetings to review progress and coordinate activities. The agreement shall enter into force with immediate effect and will remain in force for two years, with the possibility to renew it by mutual consent.
This partnership marks a crucial step forward in strengthening Malta’s research and innovation ecosystem, supporting local researchers and businesses in translating innovative technologies into market-ready solutions.
