Malta is actively expanding its space sector through strategic planning, international collaboration and new legislation. These initiatives are aiming to build local capabilities, to foster innovation and to create opportunities for sustainable growth in this emerging industry.
Malta National Space Strategy
The Malta National Space Strategy outlines a framework for leveraging space technologies, data and applications to drive economic and societal development. The strategy focuses on:
- Fostering innovation and research in space-related fields;
- Enhancing capacity through education and knowledge transfer;
- Creating opportunities for private sector growth and investment.
By capitalising on Malta’s geographic and technological strengths, the strategy aims to establish the nation as a competitive player in the global space sector.
ESA PECS Agreement: Strengthening International Collaboration
In June 2024, Malta ratified the European Space Agency (ESA) Plan for European Cooperating States (PECS) Agreement, marking a major milestone in its space journey. This five-year framework provides circa €1.6 million in annual investment, strengthening Malta’s participation in ESA-led projects and fostering innovation.
Key Highlights of PECS:
- Maltese researchers and businesses can collaborate on international ESA projects;
- Supports technology advancement, helping businesses transition from research to commercial applications;
- Expanding educational opportunities, including up to five PhD scholarships in space-related fields in the 2025 PECS call alone;
- Directly supports the development of the local space ecosystem, fostering growth and innovation within Malta’s emerging space sector.
Draft Space Activities Act: Shaping the Future of Space Legislation
The Maltese Government is drafting the first Maltese Space Activities Act, which is currently in the public consultation stage. This legislation will establish a clear legal framework for space activities, while ensuring compliance with international standards.
Objectives of the Space Activities Act:
- Guidelines for licensing, liability and operations of space-related entities under Maltese jurisdiction;
- Support for satellite-data exploitation and Research, Development and Innovation (RDI) in space technologies;
- Incentives to attract foreign direct investment (FDI) and to encourage international space companies to operate in Malta.
By aligning with global standards, this act will create a strong foundation for sustainable growth and international collaboration in Malta’s space sector.
